I am looking at purchasing a new van to do the Big Lap next year approx 40K, the vans i have in mind are NewGen, Cedar, Billabong & Condor
Any thoughts

A friend has a Billabong and they seem to be a very solidly built van. Can't see too many complaints there.
$40,000 wont go far though for new.

We have a Billabong Grove 16, bought it new in 2017. They are very well built custom vans, been more than happy with ours. The firm went through ownership changes a year or so ago but I would imagine the build quality is still top notch. Depends what you want in your van and how big. Our 16 footer with ensuite cost $50k in early '17. They do a version without ensuite, just under $40k currently I think. We did a factory tour at their invitation, I liked the weight bridge documented Tare weight, I liked the whole delivery experience and the post-sale service/response.

A new or older van is a personal choice thing really but you are doing the right thing by asking questions and researching first.
I can't recommend my aluminium teepee as the maker is no longer around.
I am happy with my choice though and very comfy indeed in my 20' with full ensuite. The thing I am glad I went with was separate toilet and shower. I chose to have a continuous flow hot water service but after two years of no hot water no matter what I did, I got rid of it and had a Suburban hot water heater fitted and now enjoy hot water whenever I want it. I also am happy with my gas heater I had fitted. I live in my aluminium teepee full time so enjoy a few comforts on board.
