When seeking camps in a location new to me I initially stay in the local caravan park for around three nights and use that time to explore the area without the van on the back. It is wise (essential) to check out tracks before attempting to take a van along them - a single bog hole which a car may be able to navigate is often a complete show stopper to a caravan.
Also, in that area, keep in mind 10mm+ of rain will turn tracks which are perfectly drivable in the dry into totally unusable tracks, even for a single 4WD with good tyres.
The bogan factor in Mildura also encourages me to camp at least 25km from town although even that is no guarantee sadly.

Pretty much only one reason to use a caravan park (or powered site of some kind) is if the temperature is going to be over 28 degrees because it knocks Betty around a lot not to have aircon running. Me too if the truth be told.

Where in Mildura is the apex park?
There is an apex park caravan park - 200 sites so not likely to be non-commercial
Struggling to find any and the one that I have seen posted about is nearly

Go to Kings Billabong (about 10k from town) and follow the tracks around the back to the Murray River, lots of great spots there.

We have stayed at Bottle Bend Road a few times. Last time the police drove through to check on everything late in the afternoon.
