Will end up being quite a tidy rig.
Extensions will have NO effect on towball weight. Putting water tanks at the rear of the trailer is an exercise in stupidity.Think "Yaw".If he does not understand that,he might like to do some research on the physics,and effects,of yaw? What he is doing is increasing the TBO (towball overhang,or distance from rear axle of car to hitch point).Think "Levers",with the tail wagging the dog.And to exacerbate the problem,he then wants to apply weight at the rear of the trailer,another lever.If this is what this fellow plans do do,you may like to help prevent him from making a big mistake? If it was me I would be strongly discouraging that added weight in the rear, to extend the towbar giving extra leverage on the rear of the tow car is bad enough, adding rear weight to the van will possibly be catastrophic.

The owner would be better off with a relative simple drawbar extension, properly done of course but still simple and common. If the trailer doesnt exceed 3M total length then no registration needed unless he is conducting a business. Watere tank better just forward of the trailer axle.

He might want to do this little experiment for yaw & see the lack of control when weight is hanging off the ends swinging around the ruler. I did this stuff in primary school.
Doesn't matter how balanced the rig is, he is a risk to himself, his family & innocent third parties.
If he wants to put water tanks on the extremities, he should be Hung (just enough to paralyse), Drawn (your guts removed & burnt on a fire in front of you) & Quartered. If he wants, I couldn't arrange 4 draft horses to pull him apart in four pieces slowly!
