The best time to get the great colours & light is before the sunrise and after the sunset. It does help if you have clouds to illuminate the light.

Brilliant capture taken at Rosebud West, Morning Peninsula of Port Phillip Bay in January 2015. Once the sun dissappeared in the evening a beautiful purple/ pink glow appeared on the clouds and reflected back onto the water.
