What compilation of the ADR are you using? My copies of ADR appear to allow LED headlights.

I don't recall off the top of my head, but I was only taking information from the proper road or govt authorities websites.
Of course I assumed they were showing the most current. I guess it's possible my google searches could have led me to an older version.
Have you got a link you your version ? I'm trying to get my hands on the most current version I can find.

You should be looking for motor vehicle and other regs on a site like this - Federal Register of Legislation - the page for ADR 13 is this one - That contains most of the compilations (original plus all amendments at that date.) You will note that are all still in force as the amendments are not retrospective so when looking for compliance you should use the compilation in force at the time the vehicle was manufactured or altered.
