First City caravilla: http://www.caravilla.com.au/index.html I've stayed there three years in a row. A little run down and could use a bit of a "tart up" but always spotlessly clean. Very conveniently located with regular bus to town, 10 minute bus trip. Park also has secure storage if one wants to go away and leave van and or vehicle. Did have a problem with noisy "locals" but Cruising Granny (who was resident in the park first two times when I was there) reported recently on the forum that that issue had been solved. Christine (CG) may have more info.
Cairns Sunland Leisure Park: http://www.4star.com.au/index.htm Have not stayed there but did a walk around last year, looks fine and very clean and tidy. Mostly cabins but has powered sites. May be a little tight for big rigs but check with park if this is an issue. Handy to shops and short bus ride to town
Cairns Coconut Resort: http://www.coconut.com.au/ Stayed there several years ago. Up-market family oriented (Big4) resort type park. Public bus service to town and (I think) courtesy bus too.
Cairns Holiday Park: http://cairnsholidaypark.com.au/ Closest to town. Reguar bus to town. Popular with backpackers in cabins and the "Fritzes in Britzes" probably due to the free Wi-Fi. Some traffic noise from Anderson Street and close to flight path but not too bad. Amenities clean and modern. Drive thru sites but can't stay hitched up unless very small rig.
Cool Waters Holiday park: http://www.seecairns.com/ A little further from town. Don't know much about it but gets a good write up. has a main road nearby so may be a little noisy but not sure on this.
Lake Placid Tourist Park: http://www.lakeplacidtouristpark.com/index.php. Somewhat further out of town (about 12ks I think) but in quiet location. Nearest shopping Smithfield shopping centre. Would need to use car to go anywhere.
Crystal Cascades: http://www.crystalcascades.com.au/ Well out of town in a quiet rural location. Gets a good write up but would need car to go anywhere

I think this is now closed. Check before taking my word for it.
There is a council park further up the coast at Palm Cove but it's well out of town. (from Cairns CBD)

White Rock didn't look too well maintained when I checked it out in 2010. You'd better hurry up before all the parks are absorbed by tourist parks and other development.

The tourist industry is doing tough in Cairns at present so those park operators holding out for a big offer may have to wait a while. (how sad!) I've noticed that many of the former park sites in Cairns have mainly been developed as residential subdivisions.
In recent times there's been some loss of sites to cabins/units but whether this trend will continue in the current economic climate is anybody's guess.
PS: Regarding dog friendly, ask the park about this as I've noticed some parks previously listed as "no pets" now accepting small dogs.
