Caravan yards would have one & I'm sure that they would let you use it to check your weight in a corner of their yard.
If not, you can do the job with a pair of bathroom scales with a light plank between them & the towball on a vertical piece of timber on the centre of the plank. Add the readings of the two scales & subtract he weight of the plank & vertical timber.
Another method is to go to a public weigh bridge ...
Weight 1 ... Van & jockey wheel on the weigh bridge.
Weight 2 ... Van wheels on the weigh bridge & jockey wheel (or hitched tow vehicle) off the weigh bridge.
Weight 1 minus Weight 2 + tow ball weight

We met someone (not a forum member) in Burra who had a set. ($170.00) Said he bought them at a caravan show. We doubted his use of them (not the correctedness of them)

i found 1 last night there really a jockey wheel with scales built into them . i will send a pick when it gets here also will have it at the gympie bash for those who want to check out there weights

Bill12 is good with scales...has years of experience. Can even gut and fillet and share with us hungry mob when ever a chance meeting occurs.
