"His widow" would mean the person was deceased - and even under all the proposals from the Greens in amending the marriage act - No is the answer.

Under French law posthumous marriages are possible as long as evidence exists that the deceased person had the intention while alive of wedding their partner. According to Christophe Caput, the mayor who married Jaskiewicz, her request was 'rock solid'.

My neigbour some years ago who lost her husband in a car crash was asked by her sister as she lay dying of cancer to marry her husband which they did marry some 7 months after she died.
