I will follow this thread with interest Olivegirl56. I find having WiFi only, uses heaps of data. I would love to get Netflix but data use prevents me.

Watching Netflix on a small device screen ( like a phone ) would likely use less data than casting to your TV
Browsing the web on a small device screen ( like a phone ) would likely use less data browsing on a laptop .
(This is because the server most likely knows you have a small screen device and will send images /video coded for the smaller screen size. )
If you are a bit technical , many suggestions her to reduce data, particularly for web browsing , which will vary in their effectiveness ....
"We have a small tv in van and have a USB Chromecast. Have Netflix on iPhone how do we cast across to tv? Do we need a rv wifi?"
My understanding is USB Chromecast plugs into the TV
Then I used a chromecast app of my iphone to configure the Chromecast to use my local wifi network. ( wifi network name and also must need wifi network password )
The chromecast app is then used to instruct the chromecast device to download the video stream from wherever , netflix , yahoo etc
I have a 1st generation chromecast USB, later ones may have more features ..... etc

Hope the following may assist:
Connect through HDMI port to TV.
Be mindful that Chromecast streams through WiFi (Hotspot or Dongle).
