When the battery status Green light is flashing it indicates PWM charging (PWM constant voltage regulation to prevent heating and excessive battery gassing. Pulse charging to restore full battery capacity)
This is perfectly normal and nothing to be concered about.

We have a gas/electric hot water system and it takes ours about 30-40 seconds to fire up when we hit the button for gas. Electric I think comes on as soon as you connect to the power, so long as you have selected electric on the control thingy
Our Gas Hot water (Truma) lights instantly, 12v ignition, unless we have not removed the external cover.
Just a tip if you have left your manuals at home, Google the make of the unit and most times you will find the manual.
For example Googling your Solar regulator leads to http://www.morningstarcorp.com/en/pro-star which has a link to the manual which naturally explains what the LED lights mean.
