In a word no. The lower rubber is there to stop the suspension hitting metal on metal under extreme movement like potholes etc.
I would be looking at taking it to a suspension specialist or if still under warranty back to the dealer.
I have heard on the forums that the early Fiat Ducatos had to be modified for this fault. Fixed now on later models. May be a similar problem with the Iveco. The later fix was to fit better King Coils on the front suspension.
I did a search on this site re "Fiat Ducato suspension". Interesting reading. Should be worth looking at yourself.
