Every state is different, best to check with the Transport Department in your state for the list of requirements.

To be a motorhome for registration in SA it must have food preparation and sleeping facilities and be unable to be used for goods carrying. I had also removed all but 2 of the seats. Ours was then simply presented to a rego office, had a 5 minute inspection and the paperwork was changed..........15 years ago.....

If you have already converted the bus to a motorhome and it is still registered, present it for inspection and they will tell you if they want anything more or if they are happy to just change the description and adjusted the rego classification. If you have just purchased a bus unregistered, might be worth removing the seats and registering it as a panel van so you can still drive it from place to place as you convert it to a motor home. Once finished present it again and have the classification changed to motor home.

Some suggestion made already. I see you are in NSW. So if you want to register it in NSW then look at the NSW RMS site. They also have an engineering section that you can phone to ask questions. But they may not give too much advice on what you could do, not their job, you should consult an RTA listed engineer. There is a list available from the site too.
The process as I did it several years ago, in Newcastle was this. I purchased a small 12 seat bus with wheelchair lifter. It was supplied with 12mths rego when i got it so I just continued with that. I removed the lifter and most of the rear seats. We fitted a basic two beds and a kitchen bench and some basic cooking and living details and used it for a long trip.
Then later in the rego year we selected an engineer and consulted him. He suggested that going for a "panel van with windows" would be the easiest to suit us. That is less prescriptive of how it must be fitted out. A MH must comply to certain rules re beds and seats and cooking etc. As a panel van you can do what you like as long as it is safe really. Then we changed the seats to six in total, sealed the holes etc, fitted child seat fitting to the rear seats and took it for his recertification inspection. Also had it reweighed at an RMS recognised weighbridge.
Off to the nearest RMS/Service NSW office with the paper work and changed it over. Some refund of money as it was cheaper too. In several years I might recoop the cost of the engineer
