Jmack, welcome to GN's.

Plywood by definition is veneered. It is possible to sand veneer lightly with an orbital sander (never a belt sander) using fine grit sandpaper. Normally when upgrading finishes in caravans it is OK to stain darker than original, although any shellac/gloss finish left on surface will inhibit stain penetration to the timber under the surface and could result with a patchy finish.

If it were me; I would lightly sand with fine paper (by hand) and coat the timber with clear gloss acrylic.
