By way of clarification of my previous post, the reason Rio Tinto spoke about being asked was that they said they'd pay in answer to a journalist's question as to whether it would.  The spokesman answered (along the lines of) "yes, if that's what the government wants". 

I wish they'd report these things accurately.

Apparently, they've tested the location it was found in and it's all ok there.
