Everything appears to be installed correctly.
However the wiring in the kit was not long enough, so I purchased additional wiring which was slightly larger. I used 2 wire joiners.
Now the battery on my multimeter reads 36.4 but no power is going to the control panel.
So what could be the problem?
More info on the battery please. How many? Voltage of them? That battery voltage seems strange. What is the control panel? What is the input voltage to the control panel? How have you determined there is no power going to the control panel? Have you checked fuses etc.?
My first thought was you had 3 12v batteries and connected them in series instead of parallel.

There is plenty of help to be had here provided you respond and provide the information requested. Photographs also help so if you can lets start off with the battery or batteries and the connections to them.
I blame 'Uncle Al' for silly things like that. He has moved into my place but if I get up in the morning before him, I get through the day problem free.
Keep this to yourself please but,
I remember on one of my many Northern Migrations to visit my daughter and grandkids in Townsville I had a dash cam that plugged into a cig socket that chucked the towel in all of a sudden. I 'couldn't' find the problem and chucked the towel in myself. I checked the dash cam in my daughter's car and all good. In my wisdom, that comes into play a lot, I called an auto electrician, and he came to daughter's place. Within seconds he changed the fuse to cig socket, it had blown. OOOOPS! $90.00 call out fee. Luckily, he didn't charge for the fuse
Bloody 'Uncle Al' got up first that day.
Keep Safe on the roads and out there.
