As a Design/drafter in toilet management, this design may be to optimise the toilet roll useage.
It is a known fact that 5 sheets is sufficent to "do the job", so to have the roll at a position from the occupant AND to the floor is maximazing the efficency of the roll, at 5 sheets, is good management.
This design may be, in fact, a supeior design than the original, to minimize wastage.
If it add's Radio and TV reception, all the better.
