Hitch Hiker Dolly

I recently saw a Hitch Hiker Dolly hooked up between an early model F150 and a largish (about 20 foot) off road van. The last dolly I had seen was more than 40 years ago. This latest one seemed to have a WDH between van and dolly and another between dolly and Effy. Also, what appeared to be, a brake booster setup on the dolly. I'm not 100% sure on this as it had a red cover over it but there seemed to be hoses with push/pull connectors coming from it.

The unit was heavy duty in all regards.

Are they still legal?
