The head and tail turns on a turntable , while the drive shaft is moving up and down .
The drive shaft has a 25 mm action up and down .
There is still more work to do on it such as the stand platform etc,
Can I use a spray can to paint the mill ?..........it depends on how you do it.......
You can spray anything if you do it the way the paint was designed.
Are you to use spray cans...these are usually oil based paints and will need a primer and undercoat, and rub back between coats.
Water based paint doesn't need an under coat. you can put on 2 or 3 coats and only rub back after 2nd coat. and it is easier to rub back water based paint than oil.
but I prefer to use water based paint first 2 coats and get the finish l want, then it is easy to do small fiddley little things with oil paint if l want to.

Match stick models are a bit different to ordinary pine wood.....don't know why you think this. wood is wood and they are stuck together with wood glue, no different to building a house.
Spraying the model with spray paint seams to be an easier option if it will be ok
I can not add a water pump because the shaft action ic too fast for the pump valves to handle ,......try changing the angle the wind hits the blades so that whey don't run as fast. just like the real thing. a full size wind mill has the means to do this.

Paul, it takes me up to 12 months to finish a model, so don't rush it. Hope this helps a bit.
