If you've got a refrigerated truck with a powered refrigeration unit mounted up on the front wall, I'd guess no-one will take a second look. Having a generator mounted on the front or rear of your van could be legal, but my guess would have it as overkill. What sort of vehicle are you thinking of fitting it to, and where do you think you'd mount it?
I think the generator must be "permanently" mounted to qualify to run legally and of course properly vented to avoid the exhaust getting into the vehicle's interior.
The ONAN generator is designed to run when static or moving because it is permanently mounted.
I mounted my Honda.(Older type that had a cage around it.) It is permanently mounted using rubber flexible mounts and has had the cage removed. It is on a frame that swings out of a locker near the rear of the vehicle. I don't run it when moving as I have aircon already. I was told it would be able to be run when moving by a Transport engineer.
I am sure someone will come along with the actual ADR's that apply.

I don't class myself as qualified to give legal advice so will keep out of that side of it. As for the safety side, that probably comes down to how it's mounted and on what, Caravan, motorhome etc. I have a caravan and see no need to run aircon in van while mobile as tug has aircon. IMO.

Aircon guy says it will cost a fortune to fix
I already have to get house aircon fitted and thought this may kill 2 birds with one stone
So it may be legal if mounted in a proper vented compartment and wired by a auto elec is that correct

If you getting House Air cond.
Buy an Inverter split. LG do good reliable units. We used them in Fishing boats for yrs.
Proven in caravans too.
Figure out consumption of inverter unit. then get genny to match.
My 3.8kva runs My Caravan, aircond unit plus mated LG, all at once.
Don't like kettle or microwave on together as well though.
A Yamaha or good Chinee unit with Honda Engine.
Mounted on drawbar or rear bar. with "PROPER" Spark arrestor exhaust
would do a good job.
Reasonably priced.
Just be careful about exhaust. If NOT Spark Arrestor on any genny.
It's quite a big fine.
A lock up and throw away the key in Nat PArks.
Handful of Stainless mesh packed in expansion chamber of exh used to be acceptable.
but that was decades ago.
I played about with a small Stainless Heat exchanger for Boat eng Transm, cooling yrs ago,
as a Genny exh. when near water supply.
Water pumps through Exchanger into cantainer and blanked over exh pipe with lotsa 1/2 in holes outletting gasses under water level.
just playing. Messy But worked well, and a nice toy to pass the time.
