Or something blocking the inlet from the tank or a filter against the pump suction.

Pumps give problems without necessarily being broken.
If the pump has been allowed to suck air, it may just need to be primed. Easier said than done I know, but you have to force water to the pump so it has something to work with. Otherwise it just tries to compress air without actually moving anything. Try sucking water out of a tap to see if you can get the system primed again.
Most but not all Shurflo pumps are self priming so probably not the problem.
Somewhere the pipes will be blocked. Possibly an inline filter blocked if you have had dirty water. Possibly a blocked pressure reducing valve or even a tempering valve.
Looks like a check of your piping system component by component.
If it does turn out to be the diaphragm assembly you can get parts for the pumps at agricultural suppliers. A lot of the Diaphragm parts are interchangeable between models.
I recently had a very low water flow and it turned out to be a very dirty cartridge filter. Took out the filter and got full flow again. Replaced with a new filter.
Bought a pair on Fleabay ,Postage free for half the cost of one at Bunnings. Aussie company in Melbourne so keeping it in Australia but probably made in China anyway.

O have a Shurflo 4009 which i inadvertently had running when the tanks ran dry. Filled up tanks, pump is making a humming noise but not pumping water. Have i stuffed my pump, all suggestions appreciated?

Turns out the pump was faulty
The dealer wasn't that helpful so I went to the caravan manufacturer
Brilliant Caravans
They were happy to give me a new pump and are returning old one to the factory for replacement as they obviously spend a lot of money with them
Didn't have to do it so thumbs up to them
