From that link I would have to agree with Kebbin that your device is just a power supply and not really a charger. I got caught with a similar unit from a supplier that i previously respected. Luckily he agreed to a refund.
Are you looking for information to repair the unit or are you looking for operational details. To check the operation of your unit just discharge the battery a bit. Then connect a volt meter across the battery terminals and observe the battery volts for a while. If the voltage goes quickly to about 13.8 V and does not rise above that value then it is just a power supply and not a charger (the voltage may go higher if a previous owner has adjusted it, however if the voltage does not fall to a float voltage that will also confirm it is just a power supply.)
A power supply is OK if you just camp on power and do not camp off power. The power supply will happily supply your lights and accessories and you will not need a battery. For the occasional one night stand you can feed power to your lights from the tugs starting battery. However for longer periods off power you will need a battery and proper charger.
