Firstly: When you pulled the pin did the brake lights at the rear of the van illuminate? If so, then power is being provided to the lights by your new battery. Now, regarding the braking - the wheels have to rotating for the magnet to latch onto the (stud) wall of the brake hub to force the brake linings outwards to contact the bake hub.
Check if your magnets are in the correct way or not worn out as the clowns who serviced my van last put the magnets in the opposite way .They worked initially worked but wore out very quickly .The authorized mechanic jacked up all four wheels spun the wheels I pulled the pin and nothing happened.If that's not the problem it could also be the actual pin itself needs replacing or power not getting to magnets ,check with voltmeter at magnets cheers

1. My BS has a test button on the TR of the unit. Press to test & green light glows. If the battery is faulty the red light glows after a slight pause.
2nd test . Pull the pin & walk around the wheels. The magnets should hum.
3rd test, if you are really serious ... lift wheels (one at a time if you wish - a good opportunity to check the wheel bearings at the same time) , pull pin & turn wheel forward and expect the break to lock on after the wheel spins about 6" or so. Repeat each wheel. If the first wheel doesn't break, use a multimeter to check for 12v starting at the where the wires attach to the magnet tail. I'd then go to the output tail of the break away pin next. I have had a couple of them that rusted and either made a bad connection or snapped off a spring. These days I regularly spray the pin unit with WD40 & slide the pin in & out a few times to clean the contacts.
5th test .. If there is no voltage across the wheel magnets & the pin contacts are OK, then, check your battery connections, or .... depending on your electrical competencies .. out with the circuit or off to an Auto Elec or buy another unit.
