No I do not believe so. The drum and the hub are two pieces, so the axle should be left in place. Here is a parts diagram which is possibly correct. Check it on that site search.
i should have asked if the hub needs to come off messing with bearings etc, which it certainly looks to...i pulled the wheels off but stopped short of the centre cover with the two lugs on it.. i couldnt see any hammer marks on that cover so didn't want to put any on it.

I did answer your question with a parts diagram that shows how the whole thing is put together. I was a mechanic and have done the brakes and bearings on some trucks and buses.
My suggestion is to get the job done by a mechanic who actually knows what they are doing. If you do not know how to do that job on the brakes and bearings you are endangering yourself by starting it ! The brakes are vital to work 100% for safety and if you play with the adjustment of the bearings without knowledge or tools then they will probably fail down the road or brake the axle.
A wise person knows their limitations. Hammer marks on the two lugs of the central cover, would that be the end of the axle ??
