Not 100% guarantee that you will get all the swarf, but drill the hole carefully until you are just on the point of breaking through. Blow away the swarf and then put a bib blob of grease on the area, and carefully drill a little more, remove and clean the drill. Repeat until the hole is complete.

Pressurize the tank with your tyre compressor. Have a leak somewhere so you don't over pressurize the tank.

What are you gong to do with the hole?
The material is High Density Polyethylene. It is virtually impossible to glue to and sealers will not seal reliably.
Cheers,
Peter

Any drilling swarf will be relatively large - large enough to be trapped by the fuel filter in your motorhome. I would try to avoid getting any swarf inside the tank anyway, but I would not worry too much about what bits that do get in.
