My interpretation, of the paragraph you have put up, (which may be wrong), is that they are telling it like it is, and doing their best, to train themselves for it

We know that some countries had or have, biological weapons of war
We know from historical records, that some rouge leaders, and even potential rogue leaders, were/are willing to use, whatever weapons they can get hold of
We know in the present day, that a so called martyr, would not worry if he was carrying a bomb, or deadly diseases, as their sole aim, would be to run at us, to kill us

I looked hard at a paragraph on page 20, (snip below), as this what appears (to me), to have happened so far, in our present pandemic crises

Perhaps the W.H.O. had got a few things right
