Governments have been banging on about building energy efficiency for the last decade or so. New developments have to provide a NatHERS report (Nationwide House Energy Rating Scheme)
Sealing up every last hole so buildings don't leak air to get a 5, 6 or 7 star rating in some jurisdictions.
Now all we hear is high exchange rates of fresh air through buildings to reduce the risk of Covid transmission.
So it is going to be interesting how one can get a NatHERS rating so council will allow a new development, while been able to build a safe Covid building with high air exchange rate, so one complies with OH&S (Occupation Health & Safety).

Windows either need to be closed permanently or not to be able to opened more than 100mm so kids can't fall out if there is more than a 2m drop outside. At least in NSW. Our block of units has gone through this requirement years ago.
Doors have to be closed for fire safety. That's another story.
I had this argument years ago. We are required to be able to open everything for ventilation but we have to close everything for child safety but be able to get out for fire safety.
