Thanks Possum, we got buzzed by an idiot on an electric scooter last week. Finally I told he could be looking for trouble, so he racked off. Thank goodness he did or I could have been the one in trouble. He was easily doing 25- 30 km/h
Whilst I don't wish to see motorcycles masquerading as push bikes this does seem to be, yet another, Nanny State outburst - a familiar action when one lives in Australia.

I think it's more the case of laws not keeping up with technology. I know each state has different interpretations on motorised bikes vs ebikes vs electric augmented bikes because the laws generally predate electrics. Not really a nanny state thing in my book as motorised bikes, scooters and skateboards have always been illegal on public roads.
I was under the impression that powered, unlicensed vehicles were illegal unless speed restricted. There are certainly a lot of those rentable, electric scooters in lots of Australian cities.
That's pretty much my understanding Buzz. I know ebikes are legal if they meet restrictions on power and speed under power. It also seems Qld, NSW and Vic now have identical restrictions (they were different) but of course the wording differs.
