The Express article seems little more than anti Chinese rhetoric to me, to tell the poms how well off they are under their current government. 

To our eyes the report seems 'over the top', but we probably lack the full context.

Governments do worse things to some people in this country. Eg.the Indue cashless welfare card imposed upon entire communities rather than individuals who's behaviour shows that it is warranted.
