Manta rays. They can get to 7m across.
I was lucky once to have 3 swim over the top of us, almost within touching distance, while diving on the Great Barrier Reef.
Not something you ever forget.

I think you'll find that they are Bat Rays and do this during the mating season.
I was standing ankle deep in water at a place somewhere in NSW when some rays swam right up to me and brushed there fins over my feet and lower legs. Really interesting feeling.
