Dorian's comment regarding the value of opinion is correct: no one seeks my opinion on musical matters but people who want electronics design done have paid me much good money for my opinion in that area.
When a court seeks, say, an "expert witness" on medical matters they don't want someone who once did a St John's Ambulance first aid course they want a university professor or similar.

I have no idea about how to answer Yes or No to the two part first question. The second question similarly cannot be answered Yes or No because the meaning of best varies between individuals. Forced choice questions are never good for collecting descriptive statistical questions. Also never useful when asked to a non-randomised survey population. For example, any data collected will be skewed because those who do not wish to provide an answer will not have their attitudes or beliefs recorded.
