Get rid of the monarchy and convert all the palatial residences into homeless shelters. That would fix the problem.

Trouble with that Dorian is that the homeless couldn`t afford the heating bills .

I'm not a fan of the monarchy, but I can imagine it is a huge drawcard for tourism which brings money into the country. And many businesses exist because of the monarchy, and they all employ people.

So it is not all just cost to the taxpayer.
