I copied link and it opened ABC page - not related to ship.
The picture link opened OK - it seems to have variable pitch louvres - I have seen several prototype vessels using similar - The Japanese Bulk tanker would be a first I believe.

It is a vertical" sail ", telescopes up or down using hydraulics.
