Actually, the joke is a sad reflection of the obscene amount of money that is squandered by punters every year. The amount of money that is wagered (= lost) would indeed put the budget in the black.

How much money is bet on the Melbourne Cup each year? ... In 2020, Australians bet $221.6 million on the Melbourne Cup up more than 17 percent on 2019 figures.

So about half of what is reported for "halloween " tonight.

And I like the 'back end bit " about the original horse
